Lessons Learned: Fraud in Arizona’s Behavioral Health System

Matthew Williams, Senior Litigation Counsel for the Arizona Attorney General’s Office, and Benjamin Runkle, Partner at Gammage & Burnham, discuss the current crisis in Arizona’s behavioral health system including: common regulatory issues; problematic arrangements among behavioral health providers, residential facilities, and sober living homes; and the current state of play.

Ben Runkle is a partner at the law firm of Gammage & Burnham where he represents healthcare providers and organizations in a variety of healthcare matters. His experience includes representation of behavioral health providers, physicians, dentists, and other healthcare professionals in government investigations and enforcement actions, provider-payor disputes, imposition of civil penalties and assessments, overpayment and recoupment matters, and service authorization denials. Prior to joining Gammage & Burnham, Ben served the State of Arizona as an Assistant Attorney General prosecuting fraud and assisting the Division of Developmental Disabilities, and later, as Associate General Counsel for the Arizona Health Care Cost Containment System.

Matthew Williams is Senior Litigation Counsel within the Arizona Attorney General’s Office where he works as a prosecutor with the Health Care Fraud and Abuse section of the Criminal Division. Mr. Williams works closely with state and federal investigators to prosecute cases involving fraud, theft, drug diversion, and abuse of patients in the Arizona Medicaid system. Prior to joining the Attorney General’s Office Mr. Williams was a prosecutor with the Mohave County Attorney’s Office. During his time in Mohave County Mr. Williams served as a member of the Mohave Area General Narcotics Enforcement Team where he focused on drug prosecution. In Mohave County Mr. Williams also prosecuted automotive theft cases while he worked as an Arizona Auto Theft Authority Prosecutor. Mr. Williams received his undergraduate degree and his Juris Doctorate from Arizona State University.

  3. From there, you will create an Account by entering a username, name, email address, and password. Then select “Complete Sign Up.”
  4. The account will need to be activated by using the link in a confirmation email sent to the registered email address. Once the account is activated, you will login using the credentials provided (username and password).
  5. Once logged in, navigate to the Program page and select the number of tickets needed and select “Get Tickets” to proceed with the checkout process.
