The Arizona legislature passed sweeping telehealth reforms in 2021 with HB 2454. Since then, Arizona has continued to implement regulatory and legislative reforms that expand access to health care through telehealth via offering a range of pathways to practice for out-of-state providers, support for Hospital-at-Home programs, and other innovative approaches that harness developments in digital health. Telehealth policy in Arizona also has specifications that could disadvantage vulnerable populations. For example, the definition of telehealth includes a carve-out for audio-only modality, meaning this modality can only be used when audio-visual telehealth is not reasonably available as determined by the health care provider. Notably, the state continues to introduce a number of health equity initiatives under AHCCCS and has instituted a permanent Advisory Committee on Telehealth Best Practices to ensure both oversight and flexibility to navigate changes ahead, such as the end of the federal Public Health Emergency on May 11, 2023.
Join us on March 29th to learn more about the latest in telehealth legislation and policy changes in Arizona and how they relate to key examples of legislation at the federal level and across the states, especially the southwest region. Data and lessons learned will be shared, including efforts by the states to adopt the Uniform Telehealth Act, the growth of interstate licensure compacts for healthcare providers, and increased scrutiny by the Office of the Inspector General to identify potential telehealth fraud.
Professor Tara Sklar is the Faculty Director of the Health Law & Policy Program at Arizona Law. She also holds appointments as Associate Director with the Arizona Telemedicine Program, College of Medicine-Tucson, and as Senior Advisor with Innovations in Healthy Aging, University of Arizona Health Sciences. Sklar currently serves as a telehealth law and policy expert with the Department of Health and Human Services, Health Resources & Services Administration in the Office for the Advancement of Telehealth and the Southwest Telehealth Resource Center. Her research examines legal, regulatory, and ethical issues that arise in adapting to a diverse aging population, with a focus on health technology. She teaches courses on Telehealth Law & Policy and Aging Law & Policy at the University of Arizona.
