The No Surprises Act (NSA): An Overview and Roundtable Discussion of Key Provisions and the Dispute Resolution Process

This virtual presentation will provide an overview of the No Surprises Act (NSA) and its key provisions, requirements, and implementing regulations. In addition, the presentation will cover the procedure and status of the independent dispute resolution (IDR) process. The presentation will also include a roundtable discussion with representatives from various industry stakeholders who will share their insight on challenges, recommendations, and outlook on the NSA.

Manuel Bonilla is the Chief Advocacy Officer (CAO) in the Washington, DC office of the American Society of Anesthesiologists (ASA). In this role, Manuel oversees the organization’s advocacy division which includes departments covering federal and state legislative, regulatory grassroots and political affairs content areas. He serves as ASA’s senior in-house lobbyist to the U.S. House of Representatives and U.S. Senate and was named a top association lobbyist by “The Hill” newspaper in 2022. Manuel and his staff provide support for the operations of ASAPAC, that nation’s largest physician political action fund at over $4.5 million per election cycle. He also works with ASA’s Chief Quality Officer and Chief Health Policy Officer on issues related to economics and practice innovation, quality and quality reporting and analytics and research services.
Manuel has over two decades of experience in health care legislation and politics. He began his career in Washington, D.C. as a U.S. Senate health care legislative aide. Following Manuel’s time on Capitol Hill, he worked as a Congressional lobbyist for the American Academy of Ophthalmology. Manuel is a graduate of Washington & Lee University and has an M.S. in Health Care Management from Marymount University.

Amanda de los Reyes is the Vice President of Revenue Cycle at Valleywise Health in Phoenix, Arizona. Amanda has been with Valleywise for the past seven months. Her responsibilities include end to end revenue cycle operations including pre-service activities, patient registration, coding, billing, revenue integrity, and customer service and collections. Amanda is also responsible for the Patient Assistance Center, the hub of connecting patients with primary and specialty care, including referrals. Amanda is responsible for regulatory requirements within her scope and is actively involved in HFMA.
Prior to joining Valleywise Health, Amanda worked at Legacy Health in Portland, Oregon for twenty years where she served as the Sr. Director of Revenue Cycle and also served as President-Elect for Oregon HFMA.

Lindsay Knutson is a Director in the Health Analytics Practice at Berkeley Research Group in Phoenix, AZ.  Ms. Knutson oversees data analytics and compliance audits to help healthcare companies and their legal counsel resolve complex business challenges, including compliance issues, government investigations, and litigation matters. Ms. Knutson has led the data analytics, reasonable value analysis, benchmarking analysis, and compliance review of hundreds of engagements for payors, providers, life sciences companies, and liability insurers. Before joining BRG, Ms. Knutson practiced as a transactional attorney counseling individuals and organizations on legal issues related to their business dealings, including formation and governance, licensing agreements, corporate restructuring, sell-side due diligence, IT privacy and security, regulatory compliance and vendor contracting.  Ms. Knutson has testified in federal court and is a Certified Professional Coder (CPC-A) with the American Academy of Professional Coders (AAPC).

Vista Thompson has been with the Legal Department at Blue Cross Blue Shield of Arizona for almost 20 years. She is currently a Director of Legal Services. Her primary internal clients are the departments that manage provider contracts, networks, relationships, and disputes, as well as pharmacy benefits and management. She also has management responsibility for legal services for the company’s Medicare segment. During her time with the plan, she has worked with and advised all business areas of the company on a variety of other matters including regulatory compliance, mental health parity, product development, and marketing.
Prior to joining Blue Cross Blue Shield of Arizona, Vista worked for the Arizona Department of Insurance as Deputy Director for External Affairs and served as the Department’s legislative liaison and lobbyist.

  4. The account will need to be activated by using the link in a confirmation email sent to the registered email address. Once the account is activated, you will login using the credentials provided (username and password).
