The U.S. Supreme Court decision in Loper Bright Enterprises v. Raimondo, which overturned Chevron’s requirement of judicial deference to federal agency decisions, will rewrite administrative law, with public health impacts both immediate and extending for decades to come. In this session, Professor James Hodge of the Sandra Day O’Connor College of Law at Arizona State University will explain Loper and discuss its expected immense impact. In addition, Greg Harris, a Phoenix attorney with years of experience and a special interest in Arizona administrative law, will address Arizona’s take on judicial deference to state agencies. James G. Hodge, Jr., JD, LLM, is the Peter Kiewit Foundation Professor of Law at the Sandra Day O’Connor College of Law and Director of the Center for Public Health Law and Policy at Arizona State University. Through scholarship, teaching, and applied projects, Professor Hodge delves into multiple areas of health law, public health law, global health law, ethics, and human rights. Professor Hodge has published prolifically in journals of law, medicine, public health and bioethics; 2 books in public health law; 25 book chapters; and guest edited four symposium issues in the Journal of Law, Medicine, and Ethics, Jurimetrics, and the Annals of Health Law. He is regularly ranked above the top 1% of cited authors in the Social Science Research Network (SSRN). His work has been cited in many news sources, including The New York Times, The Wall Street Journal, The Washington Post, USA Today, U.S. News and World Report, Time, Newsweek, and The Atlantic, as well as journals including Science, JAMA, the New England Journal of Medicine, and The Lancet.
Greg Harris’ areas of practice include administrative law, healthcare law, procurement law, insurance law, and government relations. He joined Lewis Roca in 1998 and practiced there until his retirement from the firm in 2022. He now works as counsel for Donor Network of Arizona. Earlier in his career, Greg served as the Assistant Director at the Arizona Department of Insurance and as an Assistant Arizona Attorney General. He has been active in the community, including as a member of Administrative Law Council of the State Bar of Arizona, the board of the Arizona Society of Healthcare Attorneys, president of the ASU College of Law Alumni Association, and chair of the State Bar’s JRAD Rules Revision Task Force. Greg served for more than 10 years as an adjunct professor at the Sandra Day O’Connor College of Law at ASU, where he taught courses in government relations and state administrative law. Greg is a graduate of Arizona State University and the Sandra Day O’Connor College of Law at ASU.
